We are always deeply saddened by the loss of any child. However, we are most troubled by those losses that are caused by abuse and neglect. There are individuals and families, who, because of life experiences or circumstances, require additional, and at times more specialized training in developmental and social management skills than they currently posses in order to successfully progress beyond their difficult situations. It is a tragedy when these individuals and families are denied, or deny themselves the acquisition of these skills due to ignorance, fear, shame or pride. No amount of legislation, litigation, punishment or ill will, will ever repair the damage done or replace the innocence and the loss of life, this most precious of gifts that is given. We will work together with others who are also troubled by this great tragedy to help provide education, knowledge and training which are the only hope in preventing and eliminating such horrific abuse and neglect. Russia and the United States have lost something that is most precious, in the loss of life of several adopted children. We deeply and sincerely regret this loss.
